Position Summary: 

- The incumbent regularly processes customer payments and responds to general enquiries from the public both in person, by email, and on the phone
- Responsible for managing the day-to-day activities of Accounts Receivable for the Town of Fort Frances
- The incumbent is responsible for sharing the duties of receiving, processing, and following-up on business and lottery license applications
- The incumbent is responsible for sharing the duties of receiving, processing and customer care for cemeteries transactions
- The incumbent will support the Tax Administrator with daily inquiries, tax certificates and other duties
- The incumbent provides office coverage and assists with a variety of Treasury functions to support the department and to provide coverage for Treasury staff

Direction of Others: 

- The incumbent has no direct supervisory responsibilities
- Communicates work orders to Parks and Cemeteries staff

Direction Received: 

-  The incumbent discharges the duties and responsibilities of this position under the direction and supervision of the Treasurer or Deputy Treasurer
-  The incumbent takes direction from the Clerk, adhering to all policies regarding business and lottery licenses, and cemeteries
-  Directed by provincial statute and internal financial and administrative policy
-  From time to time, the incumbent may be required to adapt procedures to handle unusual or unique circumstances

Revenue, Asset and Expenditure Scope:

General Responsibilities: 

-  Answers telephone calls and responds to emails
- Assists head cashier daily as required (during break times, peak times, vacation, illness etc.)
- Processes monies received over-the-counter, including balancing and reports
-  Acts as Provincial Offences Act cashier as required
- Directs customer enquiries to the appropriate personnel
- Maintains filing system
- Processes business licenses and lottery licenses
- Corresponds with business and lottery license applicants to ensure that required documentation is submitted and in accordance with legislation
- Completes invoicing and reconciliation for Accounts Receivable items from various departments of the Town
- Prepares letters and regularly sends out Arrears Notices
- Maintains arrears listing and acts as collector on behalf of the Town of Fort Frances
- Primarily responsible for daily mail procedures, including delivery of mail to Post Office
- Primarily responsible for daily banking procedures, including delivery of deposits to the bank
- Provides a shared first point of contact for cemeteries
- Handles sales, services, and record keeping for cemeteries
- Coordinates burial procedures
- Assist clients with information request for family information related to cemeteries
- Assists with Water & Sewer sign-in and out procedures
- Assists with responding to water & sewer customer inquiries and complaints
- Assists with responding to tax customer inquiries and complaints
- Provides assistance and is expected to train in the majority of the positions within the Treasury department
- Ensures compliance with relevant regulations, policies, and procedures
- Ordering of supplies, postage, etc.
- Performs other duties as assigned

- Work requires almost continuous concentration for intermediate periods of time
- Frequent interruptions occur during the course of the workday
- Work requires medium activity for intermediate periods of time
- Demands related to rush requirements for water and sewer billing
- Work requires tasks that demand the coordination of fine movements where speed is a major consideration

Education and Qualifications: 

Required
- Ontario Secondary School Diploma or equivalent, plus completion of 2-year post-secondary diploma in business administration, accounting, or a similar program of study
- Demonstrated transferable skills and 1 year of related experience.
- Preference will be given to individuals with superior interpersonal and communication skills.
- Proficiency using common office software applications such as Microsoft Excel, Microsoft Word, and email applications.
- Experience using accounting software applications, including web-based database applications an asset.
- Ability to organize and complete work assignments with a minimum of supervision

Conditions of Employment: 

Successful candidate for the position will be required to provide a satisfactory Criminal Record Check

Working Conditions: 

- The work week will be during regular business hours (this position will be Part Time (0.5 FTE) and the schedule can be discussed to meet the need of the department and ensure coverage between this role and the other Part Time role- currently full day, every second day)
- Occasionally exposed to minor disagreeable working conditions in a semi-private office space
- Occasionally exposed to verbal abuse from behaviourally difficult clients
- Up to 95% of a typical workday is spent indoors, in a shared office environment
- Work outside of regular business hours may be required due to critical deadlines
- There is no requirement for out-of-town travel
